Don't know all the details. People I guess have been complaining that Obama should have acted sooner but what's done is done. Might be a big cost to clean up the entire situation but as long as BP is paying (hopefully the Pres stays on top of them) then that's all that matters right now to me.

It's not simply a matter of who decides but also in what timeframe. With the escrow, the funds are available immediately to claimants. There are also no lawyers involved to take contingency fees from those claimants.
