Other considerations:

Pro-many casinos now intercept handpaid jackpots to pay back child support. Lowering the threshold on handpay theoretically will allow for more collection of same.

Con-seriously, the delay thing should not be breezed over. As one who USED to play a lot of slots, waiting for an attendant to come can often take a long time, then they come over, open the machine, do whatever it is they do, get your id, fill out the form, close it all up, have you spin it off, the process can take half an hour sometimes. The whole time you are thinking "Hurry up, I want to play." I used to put more money back waiting for the payout at the nearby machines out of boredom. More staff will definitely be needed or else the wait times will be even longer. Also, most feel obligated to pay the attendant that pays them, so that will be more out of the payout bottom line.

Also, not sure if it has been addressed, but international players would automatically have the %30 taken out at payout I assume. How do they get their loss money back?

Too many casinos now unfortunately. The beancounters are really watching their bottom line now. People just don't have the disposable income they once had.
 
pretty accurate article iag. the $1000 is kind of a big deal because of the payout on the quarter royal flush. quarter vp is by far the most popular game for average regular gamblers. They never had to fill out a w2g before and hence the vast majority never report their play (shocking news I'm sure).

It would be one thing if you can deduct losses straight against wins. But wins go straight towards your gross income whereas the losses can only be deducted under sch A. Of course that causes problems for many different people, especially seniors and anyone receiving any benefits based on low income.
