The only reason I know about this is because casino sent out letters urging gamblers to oppose this proposition, write congressmen etc.. Don't assume my motives because everyone you deal with is a douche.

As far as the the issue Reno raised of lowering the slot winnings from $1200 to $600 problem can easily be solved by sending a different person to cash the chips each time for $599 max.

No. They just give you the W2-G whatever it is for the winning amount. You have to claim full amount, but you can write off your losses to the extent of your winnings when you itemize on your taxes.
It used to be that you could choose whether or not to have them w/hold taxes at time of payout, but that may have changed as well. Long time since I've played slots.
