when is it okay to start making noise? Like playing guitar/piano and singing really loud?
Does 9:08 am seem reasonable?

Wouldn't bother me.when is it okay to start making noise? Like playing guitar/piano and singing really loud?

The thing is, I'm not going to strum so much as pound. I'm not going to sing so much as belt it out at the top of my lungs. I'm going to make some noise here.
I like to be a good neighbour. I never play after 10 pm. For some reason 10 pm has become the cutoff time at the end of the day. I don't think anyone ever told me that was the cutoff; I just decided on it and there has never been a complaint.
I think 9 am is probably an acceptable start-up time for a weekday. Sure.
The only circumstance that would be an issue would be if you have a neighbor who works the night shift.
They would have to understand that the world just can't be oriented for people who work shifts. They have to look after themselves and can't expect everyone to be quiet until noon or whatever.
I have done some shiftwork in my lifetime and it is a reality I had to accept.
