The was a Florida Rural Water rep that we called last week to get information about the job in question that is in attendance here at training. The guy who we were told was retiring talked to him yesterday after classes and so now the guy knows everything.

At least he knows and he knows in a way that can't be a problem.

Now obviously he is pissed with his city manager and the shit will hit the fan when he gets home Thursday.

His city is trying to cut cost and no doubt contract operations on the surface appears to do just that but what these idiots don't understand is even with myself a contract job doesn't give you the benefit of having a full-time operator and when there is ANYTHING outside the guidelines of the contract it will cost the utility way more than they would be paying an operator.

On paper we could cut their cost by $20,000 a year but in truth it would probably cost them more in the long run.
 
Yeah. I mean a city manager can hire and fire but something like contract operations would need approval by the commissioners. Now in most cases the commission will defer to the manager.

These small town commissioners can be pretty nearsighted though.

change orders are where the moneys made, anything outside the scope of contract get billed at "hammertime" price
