I have a buddy at home in Medellin that thinks this.

He is a retired navy dude, on a ss pension that pays like $800 a month. And he thinks the US gov't is really sending people down to see what it is he is doing (drugs and hookers and not much else -- unless you count annoying the hell out of me),
