OK I don't know jack squat about soccer, and that's OK with me. I have been watching this shit for the last couple of weeks, and I have figured out what all the field markings are used for eccept 1. The chordal segment attached to the penalty area infront of the goal is used for what purpose? I have yet to see anything that it is used for. It seems that the circle in the middle of the field is used to start the game and keep everyone for the opposing side out of the circle, but I just want to know what the circlular pattern in front of the goal is used for, anyone know the answer, and also if I'm wrong about the penalty area or the center circle, please feel free to edumacate me.

The penalty arc (colloquially "the D") is marked from the outside edge of the penalty area, 9.15 metres (10 yds) from the penalty mark; this, along with the penalty area, marks an exclusion zone for all players other than the attacking kicker and defending goalkeeper during a penalty kick.
 
So during a penalty kick the only dude allowed in the penaly area and the arc is the dude kicking the ball and the goalie right. Does this mean that as soon as the dude kicks the ball, the play is started and if by chance the goalie blocks the ball and leaves a rebound, anyone can come up and kick it right. If I'm wrong then there really isn't a use for it eccept to keep the other players from heckling the penalty kicker from a close distance.
