Here are the FIFA rules for tiebreakers:

The ranking of each team in each group will be determined as follows:

a) greatest number of points obtained in all group matches;

b) goal difference in all group matches;

c) greatest number of goals scored in all group matches.

If two or more teams are equal on the basis of the above three criteria, their rankings will be determined as follows:

d) greatest number of points obtained in the group matches between the teams concerned;

e) goal difference resulting from the group matches between the teams concerned;

f) greater number of goals scored in all group matches between the teams concerned;

g) drawing of lots by the FIFA Organising Committee.
 
If South Africa beats France by 2 and Uruguay beats Mexico by 3, who advances? SA and Ur would have exact same record.

South Africa goal differential will be 3-4
Mexico goal differential will be 3-4

This assumes South Africa wins 2-0 & Mexico loses 3-0. If South Africa wins 3-1 or 4-2 they will advance if Mexico loses 3-0.

So in a scenario where both teams end up with the exact points and exact goals scored and conceded they will draw from a hat.
