It's like anything else you have your good and bad examples - Mr. Quincy is an example of a functional weed chainsmoker.

I do think driving under the influence of weed should be very harshly punished.

My pothead buddy thinks he's a better driver when he's stoned, and I think I agree with him. He's a major hyperactive guy who self-medicates with weed. Works for him.

Otherwise I tend to agree. I wouldn't trust my stoned self to not drive into a post.

I feel like I drive awesome after 4 beers but also I know I'm wrong. Probably same thing with your buddy, idk. I know if I'm stoned my mind will wander way too much then I'll look down and I"m driving 10 miles per hour.

I remember a time when people said that about alcohol all the time, that they drive better after "x" number of beers. They would even have elaborate rationalizations worked out for why it made sense.

They would say stuff like, "I know I'm drunk so I have no choice but to pay extra attention."
