I'm not positive I am understanding the question but I'll say this:

Writing $99 dollars is redundant. The dollar sign is already saying dollars. $99 says it all.

If you didn't use a dollar sign, it would be written as 99 dollars.

The only time you would use the word dollar would be singular (and with no dollar sign). 1 dollar. A dollar.

So the story is that Sears and Amazon have removed this ring from their websites which is described as a "sideways swastika." Sparked outrage on social media and whatnot.

I suppose there are a few angles to approach that discussion but here's what I wonder more than anything: how is it sideways?

I guess the Nazi swastika is tilted 45 degrees (resting on a point) while the one on the ring is square (resting on a side).

That does not make it sideways. Not sure that a 2D logo can be "sideways".
