At my former office, we had a de jure policy of no phones while working, but it was rarely enforced. I think it's horribly annoying and rude when people are staring at their phones in meetings or during personal conversations.
 
The one guy here takes at least 4 extra breaks a day to go sit on the toilet and play with his phone. Generally 15 minutes+ per.

He does that so he can disappear. I think when he feels he has maxed out on standing around sneakily checking his phone with weaselly glances around to see who is watching - which happens every 6 minutes on average - he mixes it up by going and sitting on the toilet.

House may post on his break...rarely...but sometimes...because when house is at work, he is working.
 
In some people's world, playing around with commas make them feel smarter then the average bear but it don't mean a good damn thing unless you are grading papers or being another time wasting proof reader.

In the real world what makes you smart is being able to build things as well as people who build things for living while having virtually no experience. I don't know what knowing Henry the 8th wife's name is gonna make it save you but I just saved about 2k tearing out the soffit above my bathtub, raising the ceiling, adding a light, reframing the wall for for the larger tub, replumbing and tiling the wall.
