Seems to be a "procedural"
due diligence, kinda stuff.
I mean just because they are in the NHL, doesn't mean they can take their skate off and cut a guys throat, or hit a guy over the head with a big stick, and get away with it.......with just a nhl suspension. better safe than sorry
I remember about 7-10 years ago, the Penguins had a guy that couldn't travel over the canadian border, due to some issues with him having served jail time in canada or maybe even in America.
it was a big story in Pittsburgh at the time.....
