but it happens alot when drunken or drugged people,( that the cops know are pretty much decent citizens) go apeshit for one reason or another. and they know they need a timeout.

otherwise its also used for people that say they are gonna kill someone or kill themselves and are erratic and need to be supervised. as well as homeless crazies that want a warm bed for a few days if they play their cards right.

avoids a charge, trial, and paperwork for them. and give the crazy person a chance at true evaluation and treatment. or a few days to catch their breathe.
