The whole premise makes no sense. Democrats in power want more disasters that Biden/Harris can fuck up?

I've seen some things on cloud seeding making it appear to be fairly easy to pull off, but it's hurricane season folks. Hurricanes happen during hurricane season. In fact, Florida was hit with I believe 3 in a shorter period of time in 2008? Or 2004? Some other election year I believe. I don't recall the same conspiracy theories about it then.
