The dogs will be barking today. I wouldn't be surprised if all favs fail to win. Two of the dogs are from countries close to Brazil and Bosnia will be the crowd favorite.

but on the other hand I would argue since chances are so hard to come by you should be heavily penalized for interfering in those cases.

I would argue that a penalty kick with a 33% chance of scoring IS a heavy penalty. A penalty kick with a 90% chance of scoring is an outrageous penalty.

If they didn't give a penalty for a handball or fouling in the box and just a free kick outside the box it would be unfair. Most people who never played soccer don't realize that the penalty call is more of a deterrent to defenders not to foul or hand the ball in the box because of the advantage it gives the other team. The soccer forefathers knew what they were doing when they wrote the rule book.
