The ML for a team was dropping but the odds on the spread were rising. The opposite was happening in the other game. In the first instance, the team was a dog. In the second one, it was the fav (diff game). Due to this movement, I stayed away from the game.

I know it basically means the sharps don't think they'll win SU but will cover but I want more insight on this.

It could be a number of things. The ML and spread are generally two different markets. Perhaps, one of them was not inline with the other previously. Moves in the total can also have an effect. Sometimes, the relationship is a bit counterintuitive. It could also simply be a case of competing interests between bettors on opposing sides. There's really no one inclusive explanation for the reason that this happens to be honest. There is an array of possible scenarios.

So would it make sense to back the dropping spread of a time, even if the ML is going up?
