Very likely true... but the AFC West isn't exactly the cream of the crop. With Marcus McNeill and Vincent Jackson holding out, among other things, San Diego is no lock to have a great season. Take away the games Jamarcus Russell single-handedly gave away last year, and the Raiders are a 7 or 8 win team. With a bit of improvement from the younger players, 8-8 isn't impossible, and might be enough.
Not necessarily worth +750, but it isn't a NO SHOT deal.

The Raiders will go 4-12. The good news is they wont fuck up another top draft pick because New England owns the Raiders 1st rounder.
