weird fokking computer issue

One of my computers changed itself in the last couple days.

I don't know how a computer changes itself out of the blue but something happened and I didn't do it - I wouldn't even know how.

For some reason it has changed itself to a 24 hour clock. WTF?

Wierder, when I open up the "Date and Time Properties" window, the calendar appears to be in Arabic. Like where the days of the week should be are exotic symbols, and the drop-down menu with the months has them all in Arabic (or Hebrew or I-don't-know-what).

It is one of my work computers. It doesn't get used for porn at all. It is mainly used for sports stuff like browsing lines on Sports Options or various sportsbooks, or else checking sports data on Covers/CBS/ESPN/etc. It is mainly used for calling up data that is then transcribed on the computer beside it.
