Hostile offer, they can't prevent it. My understanding is that offer sheets are rarely used in the NHL in part because the GMs tend to be chummy. When you make such an offer and the player accepts it, the team that currently owns the player is suddenly handcuffed to the terms of the sheet. It's seen as a dick move.
