that would depend on the perception of other bettors or books. It looks like (in the games I watched) the team that displays superior control, once scoring, stops controlling play and watches the other team come at them. Ghana-US, Slovenia-US, Germany-England are prime examples. Maybe everybody knows that this is the prevalent strategy. I don't know.
