Just got off the phone with Neteller customer service 1-403-451-8020.

I was given the information that Canadians may sign up and once verified are eligible for a prepaid Neteller Mastercard that can be used to deposit to gambling sites. Withdrawals from gambling merchants may be sent to your Neteller account and can then be withdrawn via the card or via bank transfer.
