That's precisely how I read it, a petty gesture of deep insecurity. You can picture SBRJohn sitting in the office, Dozer telling him to stop fucking up the forum and take his Alzheimer's pills, and he's looking at the User Permissions page for all of us hooligans, one at a time, and gleefully turning off any functions that we might like to use. Just to show "who's really in charge, here."
