No, USA has played this tournament only a handful of times as a guest. This tournament is by the Conmebol, the South American confederation. It usually was the 10 South American teams (not counting those pesky guyanas) and two guest teams. Now they have expanded it to 16 teams cause more teams more games more money.

It was always held in South America except in 2016 where it came to the US for the first time, and the first time outside of South America. Now it comes again to America because the US has become the number 1 latin country in the world in terms of purchasing power. The 63 million latin and latin descendant people in the US (including the Brazilians) are a more powerful economic base than the economy of Spain's 48 million and Mexico's 130 million people.

It's South America's equivalent to the Gold Cup or the Euro. Except 9 times out of 10 Copa America is way more exciting than the Euro.
