Probably from the tracking device built in to the vehicle. Similar to a planes flight recorder.

They can tell by the tire marks, impact, damage, and of course all new cars are federally mandated to be equipped with a black box that scripts every single move including braking patterns and of course speed at the time of the vehicles impact.
