The Topps Tiffany card stock is white, so what you're seeing is the card stock. It's not anything external. Regardless of whether it is a 9 or a 10, and maybe it is a 9 (which are allowed flaws) the 1986 set of Topps Tiffany was a limited run of 5000. Will have to review my entire collection...
